Comment: As to why Eowyn considers Hethlin family, well, gee, she wouldn't be married to Faramir if Hethlin hadn't saved his life. I don't know that they've had much of a chance to associate during Heth's training, though I suspect some letters were exchanged. But Eowyn knows that, life-saving aside, Hethlin is Faramir's friend and her friend and Imrahil's friend. She's in the inner circle.
